Second, and the best, in the series started by Sid Meier - as a new company you enter the tricky world of railroads and locomotives.
First Railroad Tycoon was, just like most of the titles devised by Sid Meier, a novelty that set the standards for the genres for years to come. As a new company you begin to build a railroad company and take care of planning the routes, laying the rails and take care of the logistics of the company. Railroad Tycoon II took over the legacy of the first game, introduced a new viewpoint (dimetric projection instead of top-down) and also added a lot of depth to the gameplay.
First of all, the introduction of new point of view added an important factor to your operations - height. You have to plan the routes in a way that they would avoid steep slopes, expensive tunnels or bridges. And second important change was the widening of your business - you can buy businesses that are close to your railroads, so you could make money not only on deliveries, but also on the products. And the third important part is the shares market - your company value will grow with the money you earn, but so will the competition. In Railroad Tycoon II you can buy the competition (if you have enough money) by taking over their shares.
There is the main campaign that you can play, which will put your skills to the test in a long list of scenarios, from building first railroads in United States, to trying to dominate the market in Europe. Also there was a sandbox option, in which you could play on any map, in any setting you want (with or without competition).
Railroad Tycoon II was superior to original Railroad Tycoon, which is hardly surprising, but unfortunately also superior to both of the games in the series that came later. The formula here was the best that Railroad Tycoon had to offer. Third and fourth game in the series introduced a 3D view and maps without a grid, which was nice, but unfortunately was a downgrade to Railroad Tycoon II.
