British game created by company that specialized in strategy games, Impressions Games, but with help of good graphics they actually pulled that off.
Impressions Games made quite few rather unusual games, like Detroit, Air Bucks, Charge of the Light Brigade or Air Force Commander, all of which were in a way impressive, but at the same time had interfaces that needed a lot of time to get used to. In 1995 they moved into new area for them, a soccer manager game called Ultimate Soccer Manager, which in a way was a bit too optimistic title.
On first glance Ultimate Soccer Manager looks quite nice, the graphics side of the game was quite pleasant, which created a good atmosphere, similar to the way German games of the era were made - the interface was mostly put into graphical elements, for example you visit chairman to discuss some decisions, you get to teletext or fax machine to check the latest news, you have nice view on your stadium and surroundings to navigate to bank. That part of the game was quite impressive, but once you get into details, like player parameters or the match engine Ultimate Soccer Manager falls short of the "ultimate" status.
Match engine was very simple, but since each player is described only by 6 basic parameters (goalkeeping, tackling, passing, shooting, pace, fitness) match engine simply could not be more complicated, because there was no data to give it all more depth. The transfer system was simple, so you could buy good player to your 2nd division team, the training system was very simple, there were no individual statistics, so overall it was not that great game.
However... after saying all of this I would still call it a not bad soccer manager. First of all it had good atmosphere, second of all it was easy to play and easy to get hooked, and what is most important, it could be fun to play.
